If you order a webkinz with an old retired webkins, will there be an tag unused?

I've found a Cheeky Cat and a Cheeky Monkey on ebay together for about twelve dollars. Would they both have unused tags or would I just have the the stuffed animals without being able to use them if I order them? Because it costs about the same amout as one new regular webkinz. I know Cheeky Cats can be about 550 dollars too.

1. i think that they are used. cause like the Cheeky Dog is like 1,500-3,00 and the Cheecky Cat 550-950. like nobody will sell them for 12 dollars
2. I'm guessing that if they're that cheep the tags are probably used...
